FIRST TVHOA COMMUNITY MEETING ON PROPOSED AMENDMENTS TO COVENANTS

On May 23, 2024, members of the Trumpeter Valley Homeower's Association (TVHOA) met at the Prescott Public Library to discuss the proposed amendments to the Trumpeter Valley protective covenants prepared by the Covenants Review Committee and approved in 2023 by the TVHOA Board for consideration by all TVHOA members.

Many TVHOA members attended the May community meeting which resulted in a spirited discussion on a number of the proposed covenant amendments.  At that meeting the TVHOA Board agreed to post written comments on the proposed amendments that were submitted by Grant Nelson and Jay Stassen.  Links to those written comments are provided below.

The Covenants Review Committee will meet to review the verbal and written comments and determine if modifications should be made to the previously recommended amendments.  Any new recommendations will be distributed to TVHOA members prior to the second community meeting on the covenant amendments

TVHOA Community Meeting on Covenant Amendments

On Thursday, May 23, 2024, the TVHOA Board of Directors will hold the first of two town hall-style meetings to discuss the proposed changes to the Protective Covenants that were circulated to the membership for review back on November 14, 2023. This meeting will be held in the Mississippi Room at the at the Prescott Public Library (800 Borner Street North, Prescott, WI) from 5:30 p.m. to 7:30 p.m.

Based upon suggestions from some residents after reviewing the proposed changes last Fall, additional minor modifications were made to the document. A redlined version of the current Protective Covenants showing the proposed changes in red is attached. Also attached is the proposed Dispute Resolution Process and proposed Board Dispute Resolution and Enforcement Policy which was also provided to the membership in November. If you have questions about the proposed changes to the Covenants, or the proposed Dispute Resolution Process and Enforcement policy that you would like answered at the May 23 meeting, please submit those questions by email to Steve Wetzler (tcbmarketing@gmail.com) at least one week prior to the meeting. This information will be posted on the Trumpeter Valley website as well.
It is important that everyone have an opportunity to ask questions about the proposed Covenant changes, dispute resolution process and enforcement policy, and to discuss any new ideas and additional changes the neighborhood feels are important before these matters are put to a vote at the Annual Meeting this Fall. So please mark your calendars for the May 23 meeting and plan to join us for this important discussion.

The board will hold a second meeting regarding this topic in June, with the specific date, time and location to be provided in an email to all TVHOA members and posted on the Trumpeter Valley website as well at:

SUMMARY OF OAK GROVE TOWN BOARD DISCUSSION OF TOWN ROAD STRIPING

At its meeting on Monday, December 18, the Oak Grove Town Board discussed the issue of painting a center stripe on 1100th Street from Highway 35 to the entrance to Trumpeter Valley pursuant to requests it received from various residents of Trumpeter Valley and a signed resolution from TVHOA Board supporting the installation of striping on 1100th Street to reduce the likelihood of accidents caused by motor vehicles straying across the center line of the road.

Several TVHOA members attended the meeting, and some addressed the town board to explain the need for striping and safety risks that motorists, bicyclists and walkers face on 1100th Street.  Those who spoke include Alex Curtiss, Pam Snyder, Tony Nemo, Bruce Borgerding and Jane Zuehlke. One resident of Oak Grove Township, Sara Palodichuk, addressed the town board to oppose the striping request based on the unbudgeted cost, lack of township funds and the appearance of preferential treatment for Trumpeter Valley residents.

Town Board members explained that excessive snow removal costs the township incurred last winter depleted township funds and the general lack of tax revenue to maintain township roads at the level the board would prefer.  Based on the lack of funds for striping the town board made the following statements:

1.     The township does not have funds to stripe 1100th Street or any other town roads.

2.     1100th Street is for motor vehicle traffic only and Trumpeter Valley residents walk and ride bicycles on this road at their own risk.

3.     The town board will obtain a quote to stripe 1100th Street and provide the quote to Trumpeter Valley.  If the residents of TV commit to paying the full cost of the striping and repainting the striping in the future, the town board will approve striping 1100th Street.

4.     The TVHOA board will post the striping quote for all HOA members to review after the town board provides the quote from the selected painting contractor. The issue of 1100th Street striping can be reviewed again at the next TVHOA annual meeting.
